On October 27, Anthropic announced a new agreement with the GSA, the US agency that buys for the entire federal government. US agencies get a 40% discount on Claude for Government, Claude Enterprise and the Claude API, and the discount also covers states, local governments, tribes and territories.

What’s new?

Until now, federal agencies used Claude through the OneGov program for a symbolic $1 per user. That offer expires on October 31, and the new agreement replaces it, switching billing to pay-for-what-you-use.

In detail:

  1. The 40% discount applies across all product surfaces: when buying directly from Anthropic starting now, and through cloud providers “in the coming months”.
  2. There is no minimum spend; agencies pay only for what they use.
  3. The discount covers not only the federal government but also state and local government (SLTT in the original: state, local, tribal and territorial).
  4. Anthropic estimates the government will save about $1 billion.
  5. The company is also launching a separate enablement program to help agencies get more out of Claude.

What is Claude for Government?

It’s a version of Claude with coding and agentic capabilities close to the commercial version, but with FedRAMP High authorization, which lets agencies use it for their “most sensitive unclassified work”. According to Anthropic, it has been generally available since September 30.

Claude also has FedRAMP High on Amazon Bedrock and Google Cloud Vertex AI, and selected models are authorized for Department of Defense work at IL4 and IL5 on AWS GovCloud. Claude Enterprise is going through FedRAMP Moderate authorization.

What are public servants doing with Claude?

The most interesting part of the announcement is the examples from agencies (all provided by Anthropic, without naming specific people):

  1. Utah gave Claude Code to 34 developers across 10 state agencies. 80% of them had a working environment within 30 minutes, and 71% saved more than 20 hours during a four-week pilot.
  2. A state CIO’s team responded to a ransomware attack in 8 minutes instead of the usual 2–3 days.
  3. A federal security team used Claude Mythos to find and patch, in about two days, a vulnerability that a human-led penetration test had missed a month earlier.
  4. A developer in a state IT department migrated almost 900 API methods to a new framework in two days, on a project planned for a month.
  5. A state IT director documented 12 legacy repositories with Claude Code, mapping 467 database tables and flagging 27 risks.

Interestingly, the Mythos case fits what we know from the Bank of America story: this model keeps showing up wherever the job is finding vulnerabilities.

How fast is Claude growing in government?

According to Anthropic, about 500 government organizations in the US use Claude, from federal to local. Weekly active users of Claude for Government have grown about 8x since February, and usage in federal civilian agencies about 20x in a year. More than half of the states have also taken part in Anthropic’s cyber defense program for state and local government.

These are the company’s own numbers, so let’s take them with a grain of salt. A day earlier, Anthropic filed its public prospectus ahead of the Nasdaq debut, and it’s hard not to notice that a big government customer looks good at a moment like this.

What to watch out for?

First, the end of the $1 tier. For agencies that use Claude heavily, pay-per-use with a 40% discount may turn out more expensive than the symbolic fee so far, while small offices may pay less, because they don’t have to buy licenses in advance.

Second, availability through the cloud. The discount at cloud providers is only supposed to kick in “in the coming months”, with no specific date.

Third, the scope. The offer applies only to US government, so for us it’s more a signal of where the market is heading than something to try out (unless we work at a US agency ;)). Claude Code itself is available to everyone, and I described how to get started in my Claude Code tutorial.
